Master Plan Loophole Could Lead to More Projects Like Champion PUD
We need your attention on an important issue that could impact the future of development in Plymouth.
The Planning Commission may approve the updated Master Plan as early as September, and there’s a critical loophole that could allow future developments — including controversial PUDs — to bypass zoning law and public input, just like we saw with the Champion PUD.
This proposed Master Plan wants to rezone to Multi-Family the following:
Our Lady of Good Counsel
The Lutheran Church
The Christian Science Church
Tonquish Creek from Harvey to Evergreen
What’s the Concern?
The Master Plan’s Future Land Use Map shows categories and standards that have not been legally adopted into the City’s Zoning Ordinance.
If not clarified, this language could be used to justify developments based on “future” zoning ideas, rather than current zoning laws.
This is exactly what happened with the Champion PUD, where R-1 zoning was sidestepped in favor of RM-2-style density — because of vague references in the Future Land Use Map.
Why It’s a Problem?
It opens the door to developer interpretations that bypass the formal rezoning process.
It undermines the public’s legal right to participate in zoning changes.
It creates confusion, conflict, and a loss of community trust — exactly what happened with the Church site.
Plans to allow 18 multi-family units on a 1 acre parcel!
We Call on the City To:
Remove language that allows multi-family encroachment into R-1 single-family neighborhoods.
Preserve the current zoning of the Christian Science Church, Lutheran and OLGC properties.
Honor the clear public input prioritizing neighborhood character, walkability, and preservation over density.
